How can i make a blog-making website like Blogger?

I don’t want to make a blog inside a blog, i want to make a Blog hosting website, like Blogger or WordPress. Anyone know how to?

If you do not know how to code using server side scripting languages or how to set up and use databases, then you will have a hard time make a site like Blogger or WordPress. It takes plenty of infrastructure and money to run. Not something you can do by yourself.
